Fiscal policy influences the real economy through changes of its variables. Fiscal policy shocks are important for policy makers, because of their crucial effects on macroeconomic variables. So, in this study the response of macroeconomic variables to fiscal policy shocks in the Iran’s economy is investigated. The Vector Autoregressive model (VAR) is applied for this investigation utilizing the quarterly time series data during 1990-2008. The results of this study revealed that: 1- The response of money supply to government revenues and current expenditures is positive and this response to constructive expenditures in is negative, 2- The response of the monetary base to tax revenues and current expenditures is positive and to oil revenue and constructive expenditures is positive at first and then is negative, 3- The response of the exchange rate to tax revenue and constructive expenditures shocks is negative and is on balanced in the long run. But, the response of exchange rate to oil revenue and current expenditures is on balanced in the short run. 4- The response of gross domestic product to tax revenues and constructive expenditures is negative and is on a certain distance of balance position. This response to oil revenue and current expenditures is positive in short run and negative in long run. 5- The response of private consumption to tax revenues was positive and is on balanced in the long run. While, the response of private consumption is negative to the oil revenue and constructive expenditures and is placed in a certain distance of balance in long run. Also, the results of variance decomposition illustrated that fiscal policy hasn’t considerable effect in the short run variations of these variables.

Statistics indicate that manufacturing hybrid cars, Gas burner is remarkably growing and the quantity and quality of CNG refuelling stations should be also increased in parallel. In present study and by examining different scenarios, guidelines are provided to resolve the problem of lacking CNG refuelling stations in Tehran and the economic feasibility is examined. Economic assessment is done by COMFAR EXPERT III. For scenarios 1 to 4, internal rate of return (IRR) is 5.89, 15.76, 4.78 and 12.52 respectively. However, these figures are not justifiable economically due to 20% of domestic banking interest rate. Also the net present value of the scenarios is positive and Payback periods are 12, 7, 12, 8 years respectively .The return rate for private sector would be 23% if an individual’s annual income increases 12, 5, 16 and 8 respectively for all four scenarios. Comparing these indicators suggest that although scenario two, that is, constructing small stations by suggested price of 3700 Rials proposed by relevant experts is better than other scenarios, it is not yet economic justification . Therefore, it is better to increase prices for better justification.

This paper discusses how Today the role of Productivity is crucial in providing suitable conditions for economic growth and development, While productivity growth can be rooted in the quality and quantity of manpower across the country (Iran) in the period 1965-2012 ; In this paper, we seek to define indicators of human capital (health and education inequality as the quantity and quality indicators of human capital) and its impact on the per capita income in Iran. In this study, At First, we used the bounds testing approach (Bounds testing) to analyze the long-run relationships in addition to new test for analyzing the static variables. Then, we seek to estimate the equations using autoregressive distributed lag (ARDL) and Erroe correction method (ECM). The results indicate that there was a significant and positive relationship between the variables of health, labor productivity and percentage of productive capacity with the per capita income in the short & long terms. Finally, we concluded that the impact of distributed education on per capita income and economic growth is negative respectively. Namely, Improving per capita income and economic growth requires the education dispersion to be reduced. In other words, Emphasis should be given to the elementary and secondary schools rather than higher education. At the end, the structural stability and diagnostic tests (CUSUMSQ & CUSUM) show that the estimated model and coefficients are stable during the period.
