Presenting a Model for Formulating Policy on the Development of Entrepreneurship Education in Iran's Tourism Industry

Abstract
Despite possessing unique capacities, Iran's tourism industry confronts a profound gap between its existing potential and current performance, rooted in the systemic weaknesses of its entrepreneurial human capital development system. Data were gathered through in-depth semi-structured interviews and analyzed using MAXQDA software across three coding stages: open, axial, and selective. The credibility of findings was established through member checking by participants and triangulation of data sources. Analysis yielded three overarching themes and twelve sub-themes: (1) Integrated and Networked Institutional Governance, with sub-themes of cross-sectoral leadership and coordination, definition of stakeholder roles and responsibilities, legal and support mechanisms, and securing sustainable resources; (2) Integrated, Context-Aware, and Ecosystem-Oriented Educational Program, with sub-themes of composite competencies, experiential and problem-based learning, content localization, and instructor empowerment; and (3) Learning-Oriented System for Monitoring, Evaluation, and Continuous Improvement, with sub-themes of composite indicators of progress and impact, process evaluation, agile feedback mechanisms, and institutionalizing organizational learning. For each sub-theme, operational strategies were formulated, including the Supreme Steering Council, National Charter of Responsibilities, National Competency Framework, Mandatory Internship within the Ecosystem, Localized Balanced Scorecard, and National Observatory for Tourism Entrepreneurship. By integrating the three pillars of governance, education, and evaluation within a dynamic, networked structure, the proposed model offers a process-oriented and contextually adapted framework for policy formulation concerning entrepreneurship education development in Iran's tourism industry.
