Designing a Model for the Employment of Women in Top-Level Management in Iranian Public Organizations

Abstract
The purpose of the present study is to design a comprehensive model for the employment of women in top-level management in Iranian public organizations. In terms of purpose, this research is applied, and in terms of approach, it is qualitative and exploratory, conducted using the thematic analysis method. The statistical population of the study consists of managers and expert specialists in public organizations holding a master's degree or higher and possessing at least ten years of work experience. Participants were selected through purposive, snowball sampling based on the principle of theoretical saturation, and ultimately semi-structured interviews were conducted with 13 experts. The data obtained from the interviews were processed through open, axial, and selective coding, using the qualitative data analysis software MAXQDA, and basic themes, organizing themes, and overarching themes were identified. The results show that the model for the employment of women in top-level management of Iranian public organizations consists of three main dimensions: the individual level, comprising the components of distinguished competency, experiential expertise, and individual values; the organizational level, comprising the components of general organizational expertise, teamwork/communication, and managerial competency; and the institutional-national level, comprising the components of cultural knowledge and academic knowledge and sciences. These dimensions and components were formulated into 62 basic themes and 8 organizing themes, and the final conceptual model of the study was ultimately drawn using the thematic-network outputs of MAXQDA software.. This finding is consistent with recent international evidence regarding the multi-level and interconnected nature of the barriers to women's advancement.
